i dont know what you mean but the rings that rotating looks like metalic shader with emissive and key frame animation- u can get that from metalic map-silver color and emissive . if you speak about the blue ray in the middle(the blue light that moves) this looks like cylinder with alpha and uv animation . all the lights that you see moving are UV animation(as far as i see with my eyes).
Design options are endless You can design what you want, your imagination is the limit (within legal limitations of the platform of course)

I'm talking about the cylinder. What troubles me is that the material combines light, transparency and movement. During the upload, there is no material that combine these three properties. Several users have requested it, including me. So I wonder how this object was created. Is it a uv animated material not yet available to users or is it a keyframed object or something else?
It would be really great if transparency and animation were separate properties from the textures that could be changed independently without changing the textures. I'm not sure anyone knows why certain things can only be done in certain combinations. Is it really for optimization when there are 15-20 combinations? Surely it would be faster, or at least a good enough trade-off for flexibility, for everything to have the same properties than to check 15-20 combinations. If anyone knows why the limited combinations aren't completely arbitrary and how it actually helps, that would be great to know.
