Vertex Color based blending of materials. Shader Editing?

I noticed some of the highlands terrain pieces appear to be utilizing vertex based texture blending (Grass, Pebbles, Rock). There doesn't appear to be anything in the documentation on how to do this. Can you please clarify how it's done if it's possible. 

Also, are there any plans for allowing us to write our own shaders for specific effects similar to what Unreal Engine or Unity allows it's content creators to do?
